The article presents the main theoretical and analytical aspects associated with the psychosocial impact of disasters on the administrative-political apparatus, in terms of public credibility and public perception of the decision-making process. Based on the academic literature and the approaches from the countries with an efficient management of disasters, the paper proposes a structured framework for analysis of the risk of social protests in the context of natural or anthropogenic hazards.
